For each scene, cut the character and other elements up into layers. Place the pivot points where they would match the joints on the body (ie: elbow, knee, neck area for the head.)

Going through each scene, move the parts of the character and set up keyframes where each movement would land at a certain time. Flash will add in the movements needed between each keyframe. You can change the speed of the movements between the keyframes by using the EASE IN or EASE OUT settings.
